Consumer Courts Set to Begin Online Hearings from April 15

Starting from April 15, consumer courts across the country will commence hearing cases online, as directed by the Consumer Affairs Ministry. This move aims to streamline the dispute resolution process and provide convenience to consumers.

The National Consumer Dispute Redressal Commission (NCDRC), the highest appellate body under the Central Consumer Protection Authority (CCPA), has issued standard operating procedures (SoPs) for conducting these online hearings. These procedures will govern the functioning of both the NCDRC and the state consumer dispute redressal commissions (SCDRCs).

The decision to shift to online hearings is anticipated to simplify the complaint resolution process, offering consumers a more efficient and cost-effective means of seeking redressal. With the implementation of e-court services, consumers will be able to resolve their complaints without the need for physical presence, saving both time and money.

The NCDRC, which handles cases exceeding ₹2 crore in compensation, will adopt a hybrid mode of hearing, allowing for both virtual and physical appearances. This hybrid approach will be piloted initially and expanded as per further directives.

To ensure the smooth conduct of hearings, the ministry has instructed the NCDRC to provide video-conferencing or hybrid hearing links on the ’cause list,’ making them accessible to all parties involved. Additionally, advocates and complainants participating in virtual court appearances must adhere to established protocols, including muting their microphones when not speaking and keeping their mobile devices silent or switched off during proceedings.

Furthermore, the SoP emphasizes the importance of maintaining decorum and addressing any interruptions or security concerns promptly to uphold the integrity of the hearing process.

Overall, the transition to online hearings signifies a significant step towards modernizing the consumer dispute resolution mechanism and enhancing accessibility to justice for all stakeholders involved.
