Delhi HC Issues Directions for Smooth Functioning of Video Conferencing Hearings

The High Court of Delhi has recently issued a series of directives to ensure the seamless operation of video conferencing (VC) hearings in the district courts. These measures, aimed at maintaining the efficiency and accessibility of virtual court proceedings, have been issued by Acting Chief Justice Manmohan. The directives are specifically designed to facilitate the use of CISCO Webex during court working hours.

Key Directions for Video Conferencing Hearings

  1. Continuous Operation: The video conferencing system must remain switched on during court hours to ensure continuous accessibility.
  2. Video Visibility: The video at the court’s end should always be switched on to maintain transparency and visual connection during proceedings.
  3. Audio Functionality: The audio at the court’s end should not be muted unless directed by the court. This ensures that all participants can hear the proceedings clearly, as per the office order dated June 5, 2023.
  4. Seamless Access: The video conferencing system should not be locked, allowing advocates, litigants, and the public to join seamlessly. Any restrictions on joining must be directed by the court, as outlined in the office order dated June 5, 2023.
  5. Item Number Display: Each court must display the item number during VC proceedings to keep participants informed about the schedule and order of cases.
  6. Status Messages: Courts must display appropriate messages on the VC screen when the court is not in session, on leave, or when specific directions to restrict proceedings have been issued, in accordance with the office order dated June 5, 2023.

Reporting and Compliance

The Principal District & Sessions Judges are required to send a fortnightly report on the functioning of video conferencing to the office of the Registrar General of the High Court. This report should be in the prescribed format to ensure uniformity and thorough documentation of VC proceedings.

The Principal District & Session Judges of all districts have been instructed to ensure strict adherence to these directions by all officers under their supervision and control. This measure aims to maintain the integrity and efficiency of virtual hearings across all district courts in Delhi.
