NHRC Takes Suo Motu Cognizance of Jhansi NICU Fire Tragedy: Seeks Detailed Report on Human Rights Violations

The National Human Rights Commission (NHRC) has taken suo motu cognizance of the tragic fire incident in the Neo-natal Intensive Care Unit (NICU) of Maharani Laxmibai Medical College, Jhansi, Uttar Pradesh, which resulted in the death of 10 newborn babies and injuries to 16 others. The incident, reported on November 15, 2024, has been described by the Commission as a “grave violation of human rights,” highlighting alleged negligence by a government institution tasked with ensuring the safety and care of vulnerable infants.

Details of the Incident

The fire, reportedly caused by an electrical short circuit, broke out in the NICU where 63 babies were present. Police reports confirm that the deceased infants were in incubators at the time of the incident. Quick response by hospital staff led to the rescue of 37 babies, while 16 sustained injuries requiring medical attention. The gravity of the incident underscores lapses in safety protocols and infrastructure maintenance within the medical facility.

NHRC Observations and Action

The NHRC, expressing its deep concern, termed the incident as “disturbing” and indicative of gross negligence on the part of those responsible for the care and safety of the infants. The Commission has issued notices to:

  • Chief Secretary, Uttar Pradesh
  • Director General of Police (DGP), Uttar Pradesh

The NHRC has called for a detailed report within one week, demanding answers on:

  1. Status of the FIR: Updates on the criminal investigation into the incident.
  2. Accountability: Actions taken against officials responsible for the negligence.
  3. Medical Treatment: Details of the medical care being provided to the injured infants.
  4. Compensation: Information on any compensation granted to the grieving families.
  5. Preventive Measures: Steps taken or proposed by authorities to prevent such incidents in the future.

Significance of the NHRC’s Intervention

The NHRC’s swift response highlights the critical importance of ensuring accountability in incidents involving public institutions, especially those tasked with safeguarding human lives. This intervention reflects the Commission’s role in addressing violations of human rights, particularly in cases where negligence by state agencies leads to loss of life.

Expectations from the State Authorities

The NHRC’s notice underscores the need for:

  • Timely and Transparent Investigation: Ensuring accountability and justice for the victims.
  • Immediate Support to Affected Families: Adequate compensation and psychological support to grieving families.
  • Structural and Safety Reforms: Strengthening hospital safety protocols and conducting regular maintenance of medical equipment and infrastructure.

Conclusion

The Jhansi NICU fire tragedy not only raises questions about infrastructure safety in public healthcare institutions but also emphasizes the dire need for systemic reforms to prevent similar incidents. The NHRC’s proactive stance ensures that the rights of the victims and their families are upheld while pushing for accountability and reforms to protect future generations.
